Resumen
Este trabajo tiene la finalidad de examinar, desde la perspectiva del neoinstitucionalismo histórico, los factores que hicieron posible la creación y los cambios de las instituciones de salud pública en el ámbito nacional y local a fines del porfiriato. Se plantea que el Consejo Superior de Salubridad de México y el de Jalisco se establecieron y experimentaron modificaciones debido a la conjunción de diversos factores, entre los que destacan los grandes procesos socioeconómicos y políticos, el actuar de los tomadores de decisiones y la influencia de las comunidades epistémicas. Factors of creation and change in the public health institutions during Porfiriato in Jalisco This paper has the objective to examine, from the perspective of the historical new institutionalism, the factors that made possible the creation and changes of the institutions of public health in the national and local area at the end of the Porfiriato. In this sense, this paper proposes that the Superior Council of Health of Mexico and Jalisco were created and had changes due to the conjunction of diverse factors between those who stand out: the big socioeconomic and political processes, the persons responsible of the decisions and the influence of the epistemic communities.
